Frameworks that utilize the utility-first approach provide you with low-level minimal utility classes, in which each class performs only one design action on an element. The class name gives a clear indication of the functionality it provides (For example, class="bg-yellow text-blue text-center font-bold flex rounded border-black"), unlike component-based frameworks that provide out-of-the-box prebuilt CSS components. Therefore, utility-based frameworks are more customizable than component-based frameworks, but require more design work because you have to build the components from scratch (by combining utility classes).

  • TailwindCSS – Tailwind CSS is a utility-first CSS framework designed to make building modern websites faster and easier. It offers a set of utility classes to design sleek and responsive websites. TailwindCSS offers two user interfaces (UI) with pre-build components, which makes it similar to Bootstrap. Class-Free/Classless or Class-light

With classless frameworks, you won't have to use any pre-defined classes or do anything, you'll have just to use semantic HTML (f.e. instead of using <div<, you should use <header<, <nav<, <button<, <footer<, <p<, etc...).
